Настоящая работа была написана автором в первой декаде июля 1991 года.

Это время было временем раздумий и поиска стратегии экономического, технологического и научно-технического прорыва в будущее советской цивилизации в лице СССР.

Прошло 23 года. Ход истории, те потери, которые мы испытали от рыночных реформ, широко известны и проанализированы честными учеными. К сожалению, этот «Манифест возрождения» был опубликован только в региональной газете «Нижегородская правда», более года спустя, в феврале 1992 года, когда известные трагические события, связанные с демонтажем СССР, по сговору Ельцина, Кравчука и Шушкевича, произошли.

Многие интеллектуалы её прочитали в то время, автор получил много положительных отзывов, но общество этот документ не познало.

В настоящее время перед современной Россией, когда США и Западная Европа, вернее – капиталократия этих стран, объявила то ли «Холодную войну», то ли «Теплую войну», снова встал императив стратегии её развития на собственной основе, с привлечением мобилизационных механизмов, и организации инновационного прорыва. В этом контексте многие положения этой работы не устарели и могут быть использованы в стратегии выхода российского государства из исторического тупика.
